In order to enhance disaster management knowledge, attitude and skills
of faculties and students, Ministry of Education (MOE) started to
gather academic institutes with disaster management experiences to
promote Disaster Risk Reduction Education (DRRE) in 2003.
MOE aims to form and expand the disaster resistant school network
through trainings, development of teaching materials among schools.
From 2019, “Program on Building Disaster Resilient Schools and
Technology Application” is launched.
To enrich disaster preparedness literacy at different learning stages, promote disaster prevention technology in schools, and boost disaster management knowledge and trainings, the Program aims to, based on the progress of DRRE and international experiences, promote policies concerning disaster management. The scope and objectives include:
To reach aforementioned objectives, five major tasks, including: operation mechanism and supporting system, teaching materials, training mechanism, performance evaluation system, school learning and promotion platform, are promoted to gradually enhance the preferment of DRRE.
The Program Operation Office was established in 2011 to organize and supervise the overall program; DRRE service group is also established to implement and promote the program. In 2018, all units are integrated as Central Disaster Risk Reduction Education Counselling Group to manage the program nationwide. 22 local DRRE counseling groups were established starting from 2015 in each city and county. The groups wish to increase the implementation capacity by providing guideline to the establishment of fundamental disaster resistant school program.
The MOE started to launch the “Disaster Resistant School Network Initiative Program [Disaster Resistant School Program]” in 2011. It divided schools into three types: Type I is the basic model as well as Type II and Type III Advanced. Up to 2019, there are 2,359 schools participated in the Program.
